The indictment of Senator Kay Bailey Hutchison (R-Tex.) has Lone Star State Democrats dreaming about a second chance at the seat of former Senator Lloyd M. Bentsen. Texas Democratic fund-raisers have approached Housing & Urban Development Secretary Henry G. Cisneros about making a run for the Senate. If the party Establishment can't recruit the former San Antonio mayor, either of two congressmen, Jim Chapman or Michael A. Andrews, could be the second choice. Businessman Richard Fisher, a former adviser to Ross Perot, is also running. Former State Treasurer Hutchison, who faces trial on abuse-of-office and evidence-tampering charges, beat appointed Democrat Bob Krueger in a special election. Her term will expire next year.
