More Advice For Brazil's Technocrats
Thank you, Rudi Dornbusch, for the free advice in a four-step program for economic reform in Brazil ("Economic reform: Just do it, Brazil," Economic Viewpoint, Sept. 13). Additionally, the country will not get out of the slump until the technocrats:
-- Cut the red tape and requirements for people to open new small businesses (it takes a minimum of six months).
-- Decrease the bureaucracy inherited from the Portuguese during colonial times.
-- Institute education reform to decrease the perpetually high illiteracy rate of the population.
I regretfully say that the politicians of Brazil historically have never paid heed to sound advice like yours. They are too busy being crooked.
