A Dilemma Called Ron Brown

Sept. 29 should have been Commerce Secretary Ronald H. Brown's day in the sun. After spending months putting his policy team together, Brown finally rolled out a high-visibility policy to promote U.S. exports (page 51 18 ). But instead of basking in the accomplishment, the Commerce chief found himself dogged by reports that a federal grand jury in Miami is probing allegations that he agreed to accept $700,000 to help lift the trade embargo against Vietnam.
