By most accounts, when the North American Free Trade Agreement finally limps up to Capitol Hill, it will be pronounced dead on arrival. Ross Perot has terrified the public with the specter of U.S. jobs fleeing to Mexico. Even after side agreements to protect workers and the environment were completed on Aug. 13, not a single congressional opponent seemed to have been swayed.
