Staggered Nursing Home Rates Mean Fair Care For All

Referring to "Why cost-shifting at nursing homes hurts everyone" (Economic Trends, Oct. 5), I am confident that most nursing-home operators would be happy to charge private-pay residents and medicaid residents the same rate if (but only if): (1) medicaid rates fully covered the cost of care, and (2) the level of care on which those costs were based was one that you or I would be happy with for our own parents.

Meanwhile, in the interests of providing an adequate level of care for all, those who can afford it are having to pay higher costs for those who cannot afford it. That seems to me to be neither unfair nor inappropriate.
