Prime Minister John Major hopes to parlay some Brussels-bashing at the Oct. 16 special European Community summit into a quick ratification of the embattled Maastricht Treaty. At the Birmingham powwow, host Major will team up with French President Francois Mitterrand and German Chancellor Helmut Kohl to enshrine in the treaty the right of member states to veto any law Brussels may try to impose on national governments. That should soothe British skeptics.
