When Social Security Payments Should Be Taxed

In reference to the commentary "It's not too late for Bush to get 'the vision thing' " (Top of The News, Aug. 24), for decades, employers have been required to deduct Social Security contributions from an employee's aftertax salary (i.e., the employee pays income taxes on Social Security contributions when they are deducted from a paycheck).
