Now that President Bush has announced a free-trade deal with Mexico, Chileans are eager to take him up on an earlier promise to start talks on a deal with them as soon as negotiations with Mexico were complete. Officials of both countries say negotiations could start in mid-1993. The Chileans received a helping hand from Standard & Poor's Corp., which raised Chile's debt rating to BBB--the only investment-grade rating south of the Rio Grande.
