There's Something To This `Industrial Policy' Idea

Speaking as an industrialist with 35 years of experience in manufacturing at Merck & Co., I would like to salute your article "Industrial policy" (Cover Story, Apr. 6), not so much for its title but for its content. The term "industrial policy" does connote a government policy of picking winners and losers. I oppose that. But I believe that most industrialists would identify with your article--and the telling results of your survey--that the federal government has an important and proper role in bolstering the competitiveness of America's industrial and technology base.
