Poverty, like death and taxes, may always be with us, but it seems to have been more prevalent over the past decade than anyone expected. And that development, plus the current uncomfortable 13.5% poverty rate, is calling into question the traditional view that the single most effective way of improving the welfare of the needy is to promote overall economic growth.
