From Bush, A Reluctant Turnaround On Aid

After staunchly resisting European pleas for more aid to the crumbling Soviet Union all last year, the Bush Administration turned on a kopeck in mid-December. Now, it's suddenly pulling out all stops. By hosting an international aid powwow Jan. 22-23 in Washington, the Administration hopes to encourage reformers in the former Soviet republics as it casts an international net for aid.
