Not All Legal Aliens Carry Green Cards
Robert Kuttner states that "foreigners without green cards" are known as "illegal aliens" or "undocumented workers" ("Illegal immigration: Would a national ID card help?," Economic Viewpoint, Aug. 26). Untrue. Green card refers generally to the card given to permanent resident aliens. But there are many aliens authorized to work in the U. S. who are not permanent residents and do not possess green cards. Persons granted political asylum, admitted as refugees, or granted amnesty under the Immigration Reform & Control Act are among the types of aliens authorized to work in the U. S. though they do not possess cards. Acceptable documents to establish work authorization are listed in the Immigration & Naturalization Service (INS) Handbook for Employers.
