Unless you live in Cleveland, you probably haven't heard of Representative Don J. Pease, a liberal Democrat who just decided to retire at the height of his career. One of the more thoughtful members of the House, Pease has used his seat on the Ways & Means Committee to help shape tax and trade policy. Three days earlier, another Ohio Democrat, Representative Dennis E. Eckart, a rising star at 41, had announced he wouldn't seek another term. Both decisions followed on the heels of House Majority Whip William H. Gray III's abrupt departure from politics last month. Gray, a Pennsylvania Democrat, had been in line to become Speaker.
