Bush Administration officials are floating the names of some high-powered economists for a commission to study the impact of a capital-gains tax cut. Among those on the list are former Council of Economic Advisers Chairmen Paul W. McCracken and Charles L. Schultze. But Democrats refuse to select their nominees, and the study seems dead for this year.
