Edward M. Rogers Jr., a top deputy to Chief of Staff John H. Sununu, planned to leave the White House in January but now hopes to depart by late summer. He won't go far, however. Rogers is teaming up with GOP strategist Haley Barbour in a consulting firm that's expected to plot President Bush's Southern strategy in his 1992 reelection campaign.
