Is Japan Being Secretive About The Lay Of Its Land?

Japan may be trying to stall a U. S. company from pioneering a hot new market. Etak Inc., a unit of Rupert Murdoch's News Corp., converts ordinary street maps and aerial photographs into detailed computer graphics. The Menlo Park (Calif.) company sells these digital road maps to express-mail deliverers, auto makers, and public utilities. One day, Etak believes, most car dashboards will include a computer display to show drivers the best route. To that end, Etak has already digitally charted most areas of the U. S. and Western Europe.
