As Postal Rates Rise, So Do E Mail's Prospects

The electronic mail business, already growing rapidly, could get another boost on Feb. 3, when postal rates increase to 29~ cents for a first-class letter. By contrast, an electronic-mail message between two offices of one company can cost as little as a nickel, says Walter E. Ulrich, a consultant for Arthur D. Little Inc. in Los Angeles.
