Normal Trade With China: The Odds Are Looking Longer

Washington's efforts to help are stymied on several fronts

Last November, when U.S. Trade Representative Charlene Barshefsky and Chinese leaders toasted their momentous trade agreement, it seemed that the main hurdle to China's entry into the World Trade Organization had been cleared. But new difficulties are arising to complicate China's 13-year quest to be accepted into the club of free traders.
