Evtushenkov was born in 1948 in the Smolensk region of Russia. He graduated from the Moscow D. Mendeleev Institute of Chemical Technology in 1973 and earned a doctorate in economics from the School of Economics at Moscow State University in 1980. From 1975 to 1982, Evtushenkov worked as Deputy Director and Chief Engineer at Karacharovo Plastics Works.

After that, he joined the Polymerbyt Scientific and Production Association as its chief engineer and, later, rose to the group's first deputy general director. He started working for the Moscow government in 1987, and was named head of its science and technology group within a year.

Evtushenkov began his business career in 1993, when he founded Sistema with partners. He held Sistema's first public offering in 2000 when the company sold shares in Mobile TeleSystems, one of its biggest companies, on the New York Stock Exchange, raising $323 million. Sistema had investments valued at about $2 billion in assets in telecommunications, insurance, oil, property development, mass media and banking two years later.

Evtushenkov sold shares in Sistema on the London Stock Exchange in 2005, raising $1.6 billion. Following the offering, Sistema spent $600 million acquiring energy assets, including minority stakes in a number of Russian oil and oil refining concerns, including Novoil, the Ufa oil refinery, Ufaneftekhim, Bashneft, Ufaorgsintez, Bashnefteprodukt and Bashkirenergo.

In 2010, Sistema purchased 49 percent of Russian oil company Russneft from its founder, Mikhail Gutseriev, after Gutseriev had returned to Russia from three years of self-imposed exile in the wake of a spate of criminal charges and tax probes. The charges were later dropped. Evtushenkov sold a 49 percent stake back to Gutseriev for $1.2 billion in 2013.

Sistema's biggest investments are 50 percent of Mobile TeleSystems, Russia's largest mobile-phone operator. The company also controls most of Bashkirian Power Grid; Detsky Mir, which operates a chain of retail stores focused on selling children's products; and Intourist, Russia's oldest travel operator.

The company's other holdings include stakes in MTS bank; Medsi, a medical company; RTI, a military radio-device manufacturer; pharmaceutical maker Binnopharm; Segezha Group, a wood processing company; RZ Agro Holding and Step group, grain producers; and a 57 percent stake in Sistema Shyam TeleServices, an Indian mobile phone operator.
