Born in 1953, Zhang started his career in a government bureau managing the light industry in Guangzhou, China in 1975. He returned to school and later received a degree from Guangzhou Open University in 1986, according to the website of Kinetic Mines and Energy, where Zhang was appointed as an executive director.

He co-founded developer Guangzhou R&F Properties Co. in 1994. The company operates in more than 50 cities across China, according to its website and is traded in Hong Kong. R&F acquired 77 hotels from billionaire Wang Jianlin's Wanda Group in July 2017 for $2.9 billion and with developer C C Land Holdings replaced Wanda in the purchase of London's landmark Cheesgrater building for $606 million one month later.
