Kei is the founder and chairman of Logan Property Holdings, a Shenzhen-based property developer that sells residential properties primarily in Guangdong, Hong Kong and Macau. The publicly traded business was founded in 1996, trades on the Hong Kong Stock Exchange, and had revenue of 20.5 billion yuan ($3 billion) in 2016.

The majority of Kei's wealth is derived from his 85 percent stake in Logan Property Holdings, a Shenzhen-based real estate developer. He and his daughter Hoi Ting Kei Perenna control the shares directly and through Guernsey-based Junxi Investments Limited, according to the company's 2016 annual report.

The share sale made his daughter Perenna Kei Hoi-ting the world’s youngest billionaire at age 24 because she was majority owner of the trust and holding company that held the family's stake in Logan Property. The shares were later transferred to her father.

The value of his cash investments is based on an analysis of dividend income, insider transactions, taxes and market performance.

Sam Feng, a spokesman for Longan Property, confirmed Kei's shareholding but declined to comment on his net worth.

Kei was born in Shantou in China's Guangdong province. He started out in the construction business before founding Logan Group in 1996 in his hometown of Shantou. 

Kei became the majority shareholder of the property developer in 2000 and focused on on developing infrastructure, hotels and commercial properties. It moved into residential real estate and expanded to Shenzhen three years later. Since then, Logan Property has branched out to cities in the Guangdong, Guangxi Sichuan and Hainan provinces.

Logan Property raised HK$1.5 billion ($192 million) through an initial public offering in Hong Kong in December 2013. The share sale made his daughter Perenna Kei Hoi-ting the world’s youngest billionaire at age 24 because she was majority owner of the trust and holding company which had an 85 percent stake in Logan Property. The shares were later transferred to her father.

Logan Property joined with Guangzhou-based KWG Property Holding to buy a land plot in Hong Kong’s Ap Lei Chau district for HK$16.9 billion in February 2017, a record price that was 50 per cent above market valuation.

Logan Property made its first investment in Singapore just a few months later, when it joined with mainland developer Nanshan Group to place a record $1 billion bid for a housing site near Queenstown MRT station in Stirling Road.
