March 1 (Bloomberg) -- Once part of a large fleet of protectors, the U.S. Army plans to tether two Raytheon-built JLENS surveillance blimps just outside Washington, D.C. beginning in 2014. It is part of a test of a $6 billion program that once included 32 aircraft but has been reduced to just four due to budget concerns.
