July 23 (Bloomberg) -- Merton Hanks, vice president of operations at the National Football League, talks with Bloomberg's Curis Eichelberger about the the league's rule requiring leg pads, the importance of the pads for safety and the outlook for enforcement of the mandate. The NFL is still formulating fines for violating the knee-and-thigh-pads rule.
