July 26 (Bloomberg) -- Five thousand meters from London's gleaming, white-spoked Olympic Stadium, Christine Lyons, chief planning enforcer of the London borough of Newham, has ferreted out a modern-day scene evocative of Victorian England: illegally-run properties occupied by tenants crammed into slum-like conditions in dirty rooms and even garden sheds. In May, Lyons invited Bloomberg to inspect some of these properties in an effort to crack down on the landlords exploiting Newham's chronic housing shortage. Owen Thomas reports.
