Sept. 25 (Bloomberg) -- Bart Chilton, a commissioner with the Commodity Futures Trading Commission, talks about ICAP Plc's settlement with the CFTC over a probe into the rigging of the London interbank offered rate. Three former ICAP employees were charged by U.S. prosecutors and the interdealer broker was fined $88 million by U.S. and U.K. regulators.
