Feb. 24 (Bloomberg) -- Michel Barnier, European Union financial services commissioner, talks with Bloomberg's Meera Louis about the impact of the so-called Volcker rule on banks in the U.K., Germany and France. The rule, named for former Federal Reserve Chairman Paul Volcker, was included in the U.S. Dodd-Frank Act to restrict risky trading at banks that operate with federal guarantees.
