Oct. 13 (Bloomberg) -- Yoshihiro Murai, governor of Miyagi, the prefecture that was the ground zero of the March 11 earthquake and tsunami, wants to turn 120 miles (200 kilometers) of wrecked coastline into the country’s most attractive investment spot.
