Sept. 21 (Bloomberg) -- Canadian Prime Minister Stephen Harper says he's "confident" TransCanada Corp.’s proposed $7 billion Keystone XL pipeline linking Canada’s oil sands to U.S. refineries on the Gulf of Mexico coast will be built. The U.S. may make a final decision on the project this year after the State Department said Aug. 26 it would pose “no significant impacts to most resources” along its route.
