July 14 (Bloomberg) -- Bloomberg's Mike Firn reports from Sendai, Japan, on the city's reconstruction after the March 11 earthquake and tsunami. Prime Minister Naoto Kan has proposed a 2 trillion yen second extra budget for rebuilding after the quake.
