June 16 (Bloomberg) -- Christopher Wolfe, managing director at Fitch Ratings Ltd., talks about a potential capital surcharge on the largest banks, credit-default swaps on U.S. banks and the outlook for the mortgage-securitization process. The Basel Committee on Banking Supervision is considering placing capital surcharges of as much as 3.5 on the largest banks if they grow bigger, according to two people familiar with the talks.
