June 15 (Bloomberg) -- Jimmie Stephens, Jefferson County, Alabama commissioner, discusses a proposed 25% sewer rate increase on residents, that was recommended by a court-appointed receiver who was placed in charge of the system last year. The county, which is trying to avert the largest municipal bankruptcy, has spent more than three years in fiscal distress after a $3.2 billion sewer-bond refinancing collapsed during the credit crisis.
