June 14 (Bloomberg) -- Formerly secret State Department cables published this year by WikiLeaks and lobbying records show that U.S. oil producers rallied on behalf of Libyan leader Muammar Qaddafi, lobbying lawmakers to get Libya exempted from a law signed in 2008 by President George W.
