May 19 (Bloomberg) -- In the weeks before last November’s election, television viewers in South Carolina were treated to this advertisement of an animated caricature of Congressman John Spratt high-kicking in a chorus line with President Barack Obama and then-House Speaker Nancy Pelosi. That ad and two others seen here, were paid for by a group called the Commission on Hope, Growth and Opportunity. The group is part of a larger number of outside, or non-party, organizations that spent $305 million in the 2010 elections, including $137 million that came from anonymous donors.
