April 18 (Bloomberg) -- David Beers, global head of sovereign and international public finance ratings at Standard & Poor's, talks about the firm's decision to put a "negative" outlook for the U.S. AAA credit rating. S&P cited in its report a “material risk” U.S. leaders will fail to deal with rising budget deficits.
