April 8 (Bloomberg) -- Bloomberg reporter Jesse Drucker discusses ways U.S. billionaires reduce their tax rate. The 400 U.S. taxpayers with the highest adjusted gross income paid income taxes at an actual, or “effective,” rate of just under 17 percent in 2007, down from almost 30 percent in 1995, according to the Internal Revenue Service.
