Feb. 18 (Bloomberg) -- Dan Clifton, head of policy research at Strategas Research Partners, talks about the outlook for this year's U.S. budget. The House is nearing passage of a spending plan for the remaining seven months of this fiscal year that includes at least $61 billion in cuts.
