Dec. 1 (Bloomberg) -- William Hoagland, vice president of public policy at Cigna Corp., discusses the U.S. budget deficit and the outlook for social security. Erskine Bowles and Alan Simpson, co-chairman of the National Commission on Fiscal Responsibility and Reform, have proposed a $3.8 trillion deficit-reduction plan that requires agreement from 14 of its 18 members to send the proposal to Congress.
