Nov. 17 (Bloomberg) -- Alice Rivlin, a member of President Barack Obama's deficit-reduction commission and former Federal Reserve vice chairwoman, talks about her proposed plan to overhaul U.S. tax policy and help reduce the federal budget deficit. Rivlin's reform package includes a 6.5 percent sales tax as well as a steep Medicare cuts and a one-year payroll-tax holiday to spark economic growth.
