Sept. 17 (Bloomberg) -- Robert Barro, an economics professor at Harvard University, talks about the outlook for extending the tax cuts enacted under President George W. Bush. Unless Congress votes by November to extend the cuts, the Internal Revenue Service will advise employers to increase deductions from paychecks beginning Jan. 1, payroll experts said.
