Sept. 13 (Bloomberg) -- Bloomberg's Stephen Engle reports on California Governor Arnold Schwarzenegger's week-long trade mission to Asia. Schwarzenegger defended his business trip to China, Japan and South Korea as needed to research high-speed rail options even as the state operates without a budget since the fiscal year began on July 1.
