France has the ninth-most-expensive gas in the 60-country ranking. In 2012, politicians pushed to cut taxes to reduce the retail price.

Still, with an average daily income of $110, and a rate of gasoline consumption that's below average, the French spend a relatively small proportion of their paychecks fueling up. The share of a day's wages needed to buy a gallon of gasoline is 7.6 percent.

Biofuels in France benefit from lower tax rates than conventional gasoline and diesel. The country also taxes distributors that don't meet biofuel targets.
