'Farming the Program'

Subsidized insurance gives some landowners incentive to plant on land where crops may not flourish, according to farmer Jim Handsaker of Story City, Iowa. He says some insurance participants are "farming the program" by planting with the intent of making an insurance claim rather than harvesting a crop.
