Mongolia is awash in coal. The Tavan Tolgoi basin alone is thought to hold 6.4 billion metric tons. China wants and needs that coal, and some Mongolian entrepreneurs see an opportunity to deliver it.

One result is the Tsagaan Khad coal station about 12 miles from the China border, where black mounds pile up against a parched blue sky as wind whips up the coal-and-dust mixture.
