Lawmakers and the Federal Communications Commission whetted consumers'' appetites with a simple premise: Let's do away with multiple set-top boxes. A new law required cable companies to deploy card-sized modules that could be inserted into TVs, TiVos and other consumer gear to access cable.

Cable companies exploited a loophole: The cards can't handle pay-per-view and on-demand requests. So the multiple-box home remains.
