Dmitri Medvedev, Russia's prime minister and former president, said in 2008 he wanted Russia to "stop 'nightmarizing' business" with onerous regulations and policies. When Vladimir Putin resumed the presidency in May 2012, he challenged the government to improve Russia's standing in the Doing Business ranking from 120th to 20th by 2018.

The Russian Federation did more than all but two countries, Ukraine and Rwanda, to make doing business easier in 2013. The world's largest nation by landmass implemented reforms across six of the report's 10 categories, including starting a business, getting construction permits and electricity, registering property, and streamlining imports and exports.
