5. Connecticut

High energy prices roil the state, and Governor Dannel Malloy wants Connecticut to lead the nation in efficiency.

For now, Connecticut returns to the top five for the first time since 2009. The state legislature passed a new energy law in June, which requires the collection of baseline energy use for state buildings, doubles funding for efficiency programs and increases the use of so-called combined heat and power (CHP), which unifies power and heat generation in a single system.
