The V-22 flies like a plane and lands like a helicopter. The aircraft, which has a 38-foot tilting rotor on each wing, delivered Marines to the New York and New Jersey area after superstorm Sandy. The Osprey, made by Textron Inc. and Boeing Co., is usually used as a transport for troops and supplies. It recently suffered a setback from Congress: The Defense Department couldn't award a multiyear contract to Textron-Boeing by its December deadline because legislators hadn't passed a federal budget. The contract was projected to save $762 million.
