6. Rhode Island

A 2006 state law requires utilities to take advantage of as many cost-effective, energy-saving measures as they can find. That's partly why Rhode Island, along with Vermont and Massachusetts, has the top utility-sector-efficiency performance, according to ACEEE.

Rhode Island is one of 14 states that have adopted California's stringent auto-efficiency standards.
