With a population of 1.34 billion, China is the world's second-biggest oil consumer after the U.S. With its burgeoning middle class, consumption is expected only to increase. The number of vehicles in China may triple to 260 million by 2020, matching current U.S. levels, according to the State Information Center.

China regulates the price of retail gasoline and diesel fuel to curb inflation. The country ranks in the top 10 for its pain at the pump, despite a gas price that's 20 percent less than the global average.

With an average daily income of $18, the share of a day's wages needed to buy a gallon of gas in China is 26 percent. While the country's total consumption is formidable, the average person uses just 0.05 gallon a day.
