Brazil, a natural resource juggernaut and serial host to the world's top athletes, gets in the way of small and medium-size businesses more than one might expect from such a massive contributor to the global economy. Brazil is the only BRIC nation not to appear in the Doing Business report's list of the 50 economies that have made up the most ground relative to top performers. 

About three-quarters of Brazil's electricity comes from hydropower, and effective regulations make power readily available to business. Brazil earns a relatively high rank, 14th, in electricity access, but its overall score is weighed down by cumbersome tax, bankruptcy and construction permitting systems. Left: Sao Paulo
